As you pass through the green twelve foot high wrought iron gates of Las Gaviotas you are treated to a stunning view of the ocean.  It is wrapped in the scenery of elegant houses shaded by stately mature palm trees and graced with a great variety of flowers, shrubs and bushes in soothing colors. This subdivision is more than 40 years old but you would never know it because the owners and the homeowners association take great pride in the maintenance of the property. The 300 houses located here all have inviting ocean views because they are terraced up in five rows from the beach. Las Gaviotas (The Seagulls) lies at kilometer 41 along the coast eight miles south of Rosarito and has long been acclaimed by ex-pats from the U.S. as an excellent place to buy a second home close to the border between the U.S. and Mexico.

 

The entire property is on the ocean  side along the free road and is protected with a scalloped concrete wall topped by red brick and is over nine feet high. It provides an effective sound barrier against traffic noise as well as a deterrent to unauthorized entry. There is a fine selection of homes from which to choose, ranging from ocean front properties in the high $1.7 millions to two story homes further from the ocean in the low $200's. Almost all homes have one or two garage spaces to keep salt off the cars.

 

Las Gaviotas is blessed with a surplus of useful amenities. The clubhouse area houses the property management, accounting and landscaping staff as well as two conference rooms, a library, a well-equipped workout room, and the community restrooms. One of the conference rooms is very large and has even been used for weddings and dances. It overlooks the sparkling swimming pool and jacuzzi set on the terrace above the ocean. The library is stocked to the ceiling with a huge number of novels and other more serious books mostly donated by residents. It also contains three computers with WIFI and a telephone from which calls to the States can be made if your cell does not work in Mexico. To the left of the pool area is an outdoor shuffleboard along with some concrete tables and benches. In addition there is a malecon (ocean front walk) of nearly half a mile from which to view the ocean's moods and/or stroll down to the private beach on the south end.

 

All utilities at Las Gaviotas are under ground. The guard house with a series of computer monitors is manned 24/7 and guards walk the property at all hours of the day and night. All loud music or parties are shut down promptly at 10:00 P.M. Dogs must be on a leash at all times. Association dues are $275 monthly and are strictly enforced.

The development's architectural design is generally Spanish with red tile roofs. The quality of construction varies but it's mostly within the same standards. Some aspects of the exteriors and the height allowance have to be approved by the HOA. The development features beautiful landscaping in all common areas and the boardwalk. They do a great job at keeping the place in tip-top shape. The amount of amenities and quality is well balanced and they are centrally located so getting to the amenities from either end of the development is easy.

B. QUALITY OF STREETS AND ROADS

The road leading to the streets and amenities are cobblestone in good shape. Each residence has their own parking garage/space and visitors can park in the assigned parking spaces for visitors located almost in every street within the development.
